Hugo Kaiser
22.11.1999 tarihinde LA'de doğdu. Babası Fransız, annesi Amerikalı olduğundan sebep iki ülke gördü. Hayatının büyük bir kısmını ABD'de geçirdiği için ana dili İngilizce, B1 seviyesinde Fransızca biliyor. Yirmi iki yaşına kadar hiçbir meslekte çalışmayıp hayatını ailesiyle idame ettirdi. İnternette dolaşırken rastladığı Vice Şehri Polis Akademisi ilanını görüp şansını denemek istedi. Akademi sürecinin ilk turunda eleneceğini düşünürken işler hiç beklemediği gibi ilerledi ve akademiye girmeyi başardı. Akademiyi başarıyla tamamlayıp Vice Şehri Polis Departmanına stajyer polis memuru olarak görev yapmaya başladı. Eğitim sürecini (FTP) başarıyla tamamlayıp kadrolu memur olmaya hak kazandı. Bunun adına barınaktan bir yaşında olan Doberman cinsi, Freya adında bir köpek sahiplendi.   
El Corona taraflarında annesine ait bir evi var, annesine kira ödüyor. Yirmi birinci yaş gününde annesi tarafından hediye olarak verilmiş Clover model aracı kullanıyor. Satranç oynamak, yürüyüş yapmak, kamp yapmak hobilerinin arasında yer alıyor.
